Someone in Korea sends you a document. It ends in .hwp, your laptop has no idea what to do with it, and Word refuses to open it. This happens to exchange students, foreign employees, researchers, and anyone applying for a Korean government program, and it happens constantly, because the HWP file is the default document format of the Korean state.
What the format is and how to open it both have short answers. Why Korea kept a word processor nobody else adopted takes a little longer, and that story changed this year: in 2026 the Korean government started moving off HWP, and the reason it gave was AI.
What is an HWP file?
HWP is the native format of Hangul, a word processor made by the Korean company Hancom. The name comes from “Hangul Word Processor.” The program first shipped in 1988 and it still sits on nearly every government and school computer in the country, now sold as part of Hancom Office.
There are really two formats wearing the same name, and the difference matters when something will not open:
| Extension | What it is inside | Openness |
|---|---|---|
.hwp |
A binary file built on Microsoft’s old OLE compound document container, the same family as a legacy .doc |
Hancom published the specification for free in 2010, but the format is proprietary and hard for other software to parse |
.hwpx |
A ZIP archive of XML files, structurally similar to .docx |
An open Korean national standard, KS X 6101 (OWPML) |
If you received a .hwpx, you are in better shape. More tools read it, and it is the direction the government is pushing everything.
How do I open an HWP file without Hancom Office?
You have more options than the Word error message suggests. These are the ones that come from the software makers themselves, which I checked in September 2026:
| Tool | Cost | Good for | Catch |
|---|---|---|---|
| Hancom Office Viewer | Free for personal, non-commercial use | Reading and printing exactly what the sender sees | View only. You cannot fill in a form with it |
| Hancom Docs (web) | Free tier with an account | Editing in a browser, including on a Mac | You upload the document to Hancom’s cloud |
| ONLYOFFICE Desktop Editors 8.3+ | Free, open source | Opening both HWP and HWPX and saving as DOCX or PDF | Converts on open, so complex tables and layouts can shift |
| LibreOffice + H2Orestart | Free | Linux users, and batch conversion to PDF from the command line | Needs Java 8 or later, and can only save as ODT, not back to HWP |
My practical rule: if you only need to read the file, use the free viewer, since it renders the document the way Hancom does. If you have to fill in an application form and send it back, ask whether the office accepts a PDF or a Word file first. Many do, and it saves you a round of broken table borders.
Why does Korea use HWP instead of Microsoft Word?
Partly because Hangul got there first. It handled Korean typesetting well at a time when foreign software did not, and the civil service standardized on it early. But the reason the format survived is a specific moment in 1998.

During the Asian financial crisis, Hancom was drowning in debt, in part because pirated copies of its software were everywhere. Microsoft offered to invest 20 billion won for a 19% stake. According to reporting at the time, the price was that Hancom would stop developing its word processor. The public reaction in Korea was hostile, and in July 1998 a consortium of Korean investors put in 10 billion won instead. Microsoft walked away.
Hangul survived, and the government never switched. A generation of official forms was written as .hwp templates. Once a school’s admission form or a ministry’s grant application exists as an HWP template, everyone downstream needs the software to fill it in. That lock-in is why a visitor in 2026 still runs into the format.
Why is the government moving away from HWP now?
Because machines cannot read it easily. In December 2025, President Lee Jae-myung pointed out that government documents are valuable data but their structure makes them hard for machines to process. The Ministry of the Interior and Safety followed with a schedule, reported by The Korea Times in April 2026:
| When | What changes |
|---|---|
| Early May 2026 | Grace period begins for HWP attachments on the government’s korea.kr mail |
| May 18, 2026 | HWPX rolled out across On-Nara, the system civil servants use to draft and circulate documents |
| October 2026 | Internal mail moves to HWPX, and government mail restricts old HWP files |
Hancom is adding automatic HWP-to-HWPX conversion when files are edited and saved, which is what makes the switch realistic. Nobody is going to rebuild decades of templates by hand.
The AI framing is the interesting part. Korea has put a lot of weight on building its own AI capability, and a search tool or a language model gets little out of documents it cannot parse. Changing the file format is a dull fix, but most of the government’s own data sits in these files.

Does that mean HWP is going away?
No. HWPX is still Hancom’s format, and Hancom Office remains the tool most Korean offices use to make it. What changes is the container. A .hwpx file can be unzipped and its text read by ordinary software, which is good news for anyone who does not own Hancom Office.
The practical change for you is small. Documents from Korean agencies should increasingly arrive as .hwpx, which ONLYOFFICE and the LibreOffice extension handle better than the legacy binary. Older files from universities, landlords and smaller offices will stay .hwp for years.
If the file opens but the Korean text turns into symbols, that is a different problem, usually an encoding mismatch. I wrote about why files from Korea arrive as gibberish separately, because the fix is not the same.
❓ FAQ: Frequently Asked Questions
Can I convert an HWP file to PDF for free?
Yes. Open it in ONLYOFFICE Desktop Editors and save as PDF, or use LibreOffice with the H2Orestart extension, which can also convert from the command line. The free Hancom viewer can print to a PDF printer and keeps the original layout most faithfully.
Can I open HWP files on a Mac?
Yes. Hancom Docs runs in the browser, ONLYOFFICE has a macOS version, and Hancom lists a Mac download on its viewer page.
Can I open HWP on my phone?
Hancom publishes viewer and Hancom Docs apps for iOS and Android. They are fine for reading a notice, less so for filling in a multi-page form.
Should I send my reply back as HWP?
Only if the office insists. Ask first. Many Korean offices accept PDF or Word, and a document converted back and forth between formats is where tables and page breaks go wrong.
Tool details were checked against each vendor’s own page in September 2026. I have not tested how faithfully each converter handles complex government forms, so check the output before submitting anything important.
